Abstract
This study aims to analyze the influence of government policies and digital literacy on the sustainability of Small Medium Enterprises (SMEs), with business Performance as a mediating variable. The background of this research is based on the importance of appropriate policy support and mastery of digital literacy in increasing the competitiveness and sustainability of SMEs, especially in Lampung Province which has the potential for a small business-based economy. This study uses a quantitative approach with survey techniques through structured questionnaires distributed to SMEs in various sectors. Of the total 150 questionnaires distributed, as many as 143 respondents were declared eligible for analysis after going through the validation and selection process. Data analysis was carried out using the Partial Least Squares Structural Equation Modeling (PLS-SEM) approach using SmartPLS 4 software. The results showed that digital literacy had a significant effect on the Performance of SMEs (β = 0.385; p < 0.001) and the sustainability of SMEs (β = 0.324; p < 0.001). Meanwhile, government policies had a significant effect on the Performance of SMEs (β = 0.483; p < 0.001), but did not have a direct effect on the sustainability of SMEs (β = -0.122; p > 0.05). SME Performance was proven to have a significant effect on SME sustainability (β = 0.697; p < 0.001). In addition, there is a full mediating effect of the Performance of SMEs in the relationship between government policies on SME sustainability, and partial mediation in the relationship between digital literacy and SME sustainability. The theoretical implications of this study are to strengthen the model of the relationship between public policy, digital literacy, and Performance as the main determinants of SME sustainability, according to the Resource-Based View (RBV) perspective. In practical terms, these results provide strategic recommendations for governments and policy makers to strengthen digital literacy programs and optimize policy implementation based on the real needs of SME actors. These findings are also useful for SMEs as a basis for improving business Performance and adapting to evolving technological and regulatory changes.
