Abstract
this research examines the 4.5 clan-based power-sharing in Somalia, analyzing its evolution, strengths, potential risks associated with continued reliance on clan identity and alternative mechanisms for equitable power sharing. the results show that Somali armed clans seeking to hold onto power and the international community that funded peace conferences have encouraged Somalia’s 4.5 system. the system is criticized for being a divisive, unsustainable tactic with weak administration, exclusion, and clan domination. replacing it will necessitate tackling fundamental causes such as authoritarianism and inequality as well as embracing an inclusive approach founded on islamic principles and a shared national identity. the study argues that a continued reliance on clan-based power sharing poses significant risks to Somalia’s long-term stability and hinders the development of a truly inclusive polity. By examining the historical trajectory of the 4.5 system and its contemporary challenges, this research contributes to ongoing debates on political federal reform in Somalia, offering valuable insights for policymakers, civil society actors, and international partners seeking to promote sustainable peace, inclusive governance, and equitable development in this complex and fragile context.
